In Zimbabwe, the process of restructuring of public enterprises has encompassed a number of strategies such as
commercialization, privatization, downsizing, management contracts and joint ventures. Despite these efforts, no significant
improvement in performance of these enterprises has been observed. Recent studies elsewhere seem to suggest that culture is
an important tool in organizational performance. The purpose of this research was to determine whether organizational
culture can be used to create leverage for the performance of these public enterprises. A descriptive survey research design
was used to collect data from restructured Public Enterprises using the culture assessment instruments. Results show that
organizational culture is critical in improving performance of these entities. There is need for government to encourage a
clan culture in which there is continual dialogue between all stakeholders of the system. |
